Policy Department

Functional Responsibilities

  • Participate in the development of policies and guidelines to govern collaboration with multilateral, bilateral and non-governmental agencies
  • Collaborate with Ministry of Health to identify donors for the health sector and service
  • Ensure that current and prospective donors to the sector have access to adequate information about the policies of the GHS and its priority needs
  • Collaborate with the Divisions to develop and review proposals for external funding for the Ghana Health Service
  • Develop systems for the monitoring and evaluation of externally-funded programmes and projects which are consistent with the Ghana Health Service’s own framework for monitoring and evaluation
  • To lead in formulating strategic service and investment plans.
  • Carry out trends assessment for Ghana Health Service by drawing on relevant sources of information to analyse the overall performance of Ghana Health Service and monitor progress in implementing key polices

To enhance the functions outlined above, the Policy Department will have the following Sections:
a. Health Systems Development Section The main function of this Section will be to translate policies into operational and strategic plans. It will also review existing policies, strategies and systems of service delivery. Key among the functions will be a focus on special initiatives that are under the purview of the Director General and the preparation of mid-year and annual progress reports.
b. Gender and Inequalities Section This Section will focus on drawing up strategic direction for issues on Gender and Inequalities. It will also provide the GHS focus in the Ghana Poverty Reduction Strategy Framework.
c. Inter-sectoral Collaboration Section This section will be responsible for developing strategies for engaging the private sector and other sectors in achieving the goals of the service.

Deputy Director

Mr. Charles Adjei Acquah holds a BSc (Hon) in Biological Sciences, from KNUST,Ghana, a Master of Science in Health Economics from the Chulalongkorn University Bangkok, Thailand, Post graduate certificate in Human Resources Studies from Manchester, UK,  Masters in Business Administration, Project Management Option from GIMPA Ghana and Post graduate Diploma in Organization Development(OD) from University of Cape Coast, Ghana. He has over twenty years of working experience  in teaching (1986-1990), medical entomology (1990-1995), Human Resource of Health Planning (1995-1999), health program management and consultancy in the private and NGO in the health sector (1999-2005), and public health services  policy formulation, planning, monitoring and evaluation (2005 to date). He has served in several capacities such as Board Chairman of the Ghana Coalition of NGOs in the Health Sector, a member of the Ghana Global Fund Country Coordination Mechanism (for Malaria, Tuberculosis, HIV/AIDS), a member of the GHS/MOH Technical Oversight Committee on GAVI Health Sector Strengthening Program, a member of Technical Sub-Committee on Capitation pilot in Ghana by NHIA and a member of MOH/CHAG (Christian Health Association of Ghana) Partnership Steering Committee.  He carries years of experience in program design, community and overall project management, policy analysis and implementation and capacity building. His research interests are in the areas of health care financing, HRH efficiency and utilization studies, economic analysis and evaluation of health care and youth friendly services.

 

Currently, Mr. Acquah is the Deputy Director, Policy of Policy, Planning, Monitoring and Evaluation Directorate (PPMED) of Ghana Health Service. He heads the Policy Department of PPMED which is  one of the three departments of PPMED. The Policy Department has four (4) Units namely
